Temporary wage subsidies and post-COVID re-employment in Morocco: a regression discontinuity approach

ABSTRACT This paper aims to evaluate the causal effect of a temporary wage subsidy scheme implemented in Morocco during the COVID-19 crisis. It exploits a discontinuity in the eligibility condition of this subsidy, which is the number of days reported before job loss, to identify its causal effect on beneficiaries’ unemployment duration and re-employment probability by using the regression discontinuity method based on administrative data from the National Social Security Fund (CNSS). Our findings indicate that this subsidy has reduced the duration of unemployment and improved the probability of re-employment of beneficiary employees. However, they also show that these positive effects seem to have been less pronounced among those most excluded from the labour market, namely women and young people.

Determinants of financial performance of pension funds in Tanzania: The case of national social security fund

This study was set to examine the determinants of financial performance of pension funds in Tanzania. According to literature millions of the people under the globe depend on the pension funds as their principal sources of income at their retirement age. This study adopted a descriptive design to examine the determinants of financial performance of pension funds in Tanzania. The study uses regression analysis approach to examine the effect of determinants on financial performance of pension funds. Data were collected from National Social Security Fund (NSSF)’s financial statements for the period from 2005 to 2022. Different tests were employed such as normality test, heteroscedasticity test multicolliniality test and autocorrelation test in multiple regression modelling. The findings from this study revealed that investments and contribution density have a positive relationship to return on assets. However, the age of the contributors has depicted a weak and insignificant relationship to the return on assets of the pension fund under investigation. Therefore, it is recommended that the pension funds have to put more efforts on its investments as well as contribution density which are key contributors to the financial performance of pension funds in Tanzania.

The Beneficiary's Perception of their Awareness of Delay in Payment in Social Security Benefits in Tanzania

The study investigates beneficiaries' perceptions of their awareness of social security benefit delays, the relationship between employers' responsibility and social security benefit delays, and the effects of persistent NSSF bureaucracy on social security benefit delays in Tanzania. An explanatory study design was employed in this study with the use of a mixed quantitative and qualitative approach. The study included 150 NSSF customers and 5 key informants from employers. Data collection was conducted using a questionnaire and interview guide, respectively. This study examined NSSF beneficiaries' perceptions in Tanzania regarding delays in social security benefit payments. It reveals that a substantial proportion of customers attribute delays to employer actions, such as failures in timely contributions and inactivity in following up. The study underscores shared responsibility among customers, employers, and the system. It is concluded that addressing customer views through increased communication, employer engagement, and streamlined processes is critical for improving NSSF system efficiency and customer satisfaction. The study recommended that to improve the efficiency of benefit payments within Tanzania's National Social Security Fund (NSSF), it is advised to increase employer engagement and education, strengthen communication with stakeholders, revise policies to hold employers accountable, streamline bureaucratic processes, modernize operations, and investing in employee training

A renewed argument for the designation of Social Security Law as a module in the LLB curriculum

The Covid-19 pandemic and the government’s response thereto has shifted socio-economic rights to the forefront of the nation’s attention. Social security measures formed the vanguard of measures to address the dire economic consequences of the lockdown and subsequent restrictions on breadwinners and their dependants. More than two years after the government’s temporary interventions, the discourse has morphed into a debate on the need and viability of more comprehensive and long-term measures. All the proposed measures – whether it be a national social security fund, national health insurance or even a basic income grant – point towards social security becoming ubiquitous in South Africa. However, very few LLB graduates have been exposed to the Social Security Law module as part of their law degree. This underscores the need for equipping LLB graduates with the fundamentals of this branch of law. This article makes three arguments. First, it argues for the inclusion of the Social Security Law module in the LLB curriculum of all law faculties in the country, preferably as a core module. Second, it posits that it is time, almost 30 years into the country’s democracy, to shift our attention towards an aggressive pursuit of socio-economic rights, and in doing so, there is a corresponding need to equip LLB graduates with the tools to play a meaningful role in the country’s transformation agenda. Finally, the article makes a case for the creation of an association of Social Security Law teachers to ensure, among others, the sharing of expertise and the provision of support and guidance to faculties and colleagues who wish to introduce Social Security Law as an LLB module.

Effect of Generic Competitive Strategies on the Performance of National Social Security Fund in Nairobi County, Kenya

The National Social Security Fund (NSSF) was established in 1965 by an Act of Parliament under cap 258 Laws of Kenya and serves as the first pillar of social security for Kenyan workers. The Kenyan social security sector has recently been growing at a high rate due to the inclusion of new players in social security services, which was previously solely managed by NSSF. Organizations have realized the importance of a strategic plan for shaping the vision and mission, selecting strategies to be executed and allocating resources to facilitate achieving corporate goals. A strategic plan is instrumental in ensuring that strategic goals are aligned with organizational activities with its environment, thereby providing for its continued survival, effectiveness, and improved performance. This study established the influence of strategic planning practices on the performance of the National Social Security Fund in Kenya. Every organization incorporates different strategies to gain a competitive advantage and sustain profitability. Firm performance is a major building block in strategic management. This study was aimed at evaluating the effect of generic competitive strategies on the performance of NSSF in Kenya. The study used secondary data from published financial statements of NSSF with a target population of 60 employees drawn from the 7 divisions and departments – top, middle & low-level management. The quantitative method was utilized in the analysis and interpretation of data in accordance with the research objectives and research questions. The data collected was summarized, tabulated, and analyzed quantitatively, then presented using tables, pie charts and percentages. According to the findings of the study, cost leadership strategy, differentiation strategy, focus strategy, Innovation Strategy have significant positive influence on the performance of NSSF. All the p-values were 0.05, denoting that the relationship therefore were significant. the study findings show that the four generic strategies have a positive relationship with the organizational performance. Product differentiation strategy and innovation strategy were established to be the key measures or drivers of financial performance. This was based on the strength of association, which was established by the study. Cost leadership strategy and differentiation strategy were also found to be other measures though they should not be used in isolation. The study recommended that National Social Security Fund should embrace and invest in cost leadership strategies most especially forming linkages with service providers, suppliers and other supplementary institutions since it will enable them achieve competitive advantage as compared to other organizations that are not investing in these strategies and that universities should first understand and know their motive and capability before adopting a certain competitive strategy for example market focus.

Welcome to this special double issue of IASSIST Quarterly for the year 2023, IQ vol. 47(3-4). 
 We are delighted to close out the year by offering the second special issue of the IASSIST Quarterly to showcase articles from the Africa workshop. Articles in this issue were presented in the second Africa Workshop which was held in Ibadan, Nigeria, in October 2022.  Guest editors Winny Nekesa and Robert Burosta have again expertly steered the editorial process to bring us this research. 
 While their Guest Editors’ Notes describe the included articles, we would like to use this space to share a number of announcements about administrative work on the journal.  First, please join us in welcoming four new Editorial Board members for a four-year term:

 With these appointments, we achieve two goals.  First, we stagger the terms of service of Board members so that only half will roll off the Board at any one time, ensuring continuity of knowledge moving forward.  Second, we better diversify geographic representation on the Board to reflect IASSIST’s international membership.  Winny and Robert bring experience as IQ guest editors to the Board.  Deborah and Ryan bring perspective from the IASSIST Administrative Committee.
 Over the coming year, IQ editorial staff and Board members will be exploring a variety of changes to the journal, many of which were proposed by you, the membership.  We’ll keep you informed as we make decisions on various of those suggestions.  Several advances that we have already accomplished are to behind-the-scenes processes but may directly benefit authors who publish with us as well you, our readers. 
 Working retrospectively to the last issue, 47(2), as well as for all issues going forward, the editorial staff have published the reference lists of all articles as metadata.  This complies with I4OC, a standard that asks for citations to be structured, separable, shareable, and freely accessible (to both human and automated harvesting), resulting in citations that are index-able and searchable.  Citation-tracking services like Crossref also require this.  The end result is that people searching for any of the sources listed in our articles will find our articles, which over time may result in greater research impact for our authors.  Reference linking will also expose articles to new tools, such as OpenAlex, an open citation metrics tool that can help measure impact.  We thank our managing editor, Phillip Ndhlovu, for his effort in effecting this change.
 The second change was made by the Library Open Publishing and Open Education staff at the University of Alberta, whose work supports the Open Journal System platform on which the journal is hosted.  Their efforts not only keep journal production flowing smoothly, they work continually to improve the technical systems to uphold and improve open access to our content.  In this case, they have implemented a Research Organization Registry (ROR) feature to allow authors to select their organizational affiliations from the list of organizations in ROR.  This will not only speed the information input authors must complete during submission, but also standardize it to be represented consistently within the journal, and make it clear and accurate for sharing in external systems such as DOAJ and CrossRef.
 Finally, we want to mention a new content feature premiering in this issue. Following the receipt of a Letter to the Editor (to our knowledge the first ever), we’ve added a new section to the journal’s infrastructure to accommodate such conversations. How do COVID-19 re-hiring subsidies affect unemployment duration and incomes in Morocco? An instrumental variable approach

This paper attempts to estimate the impact of a rehiring subsidy implemented as part of the COVID-19 crisis impact response in Morocco. Using administrative data from the National Social Security Fund, it develops the instrumental variable method to estimate the causal effect of this scheme on unemployment duration and on beneficiaries’ wages. Intended for employees who have previously received unemployment benefits, this subsidy seems to have produced contrasting effects on the beneficiaries. On one hand, it had a “disincentive” effect on their job search efforts, increasing their unemployment duration, compared to non-beneficiaries. On the other hand, it strengthened their power of bargaining and selection, leading them to choose higher paying jobs, compared to those of non-beneficiaries.

The Influence of Information and Communication Technology (ICT) on Corporate Performance: a Case of National Social Security Fund (NSSF)

Nowadays, information and communication technology is becoming important for organisations to run their business competitively. ICT is considered capable of producing the best performance of the organisations. With the development of the organisations's performance, it will create renewal of resources that can compete in uncertain market conditions. This study investigated the impact of ICT on corporate performance. It also examined the mediating role of human capital in the relationship between ICT and corporate performance of the National Social Security Fund (NSSF). The research model was developed through the literature review.Data were collected through a questionnaire from 194 NSSF staff selected using probability sampling with the purpose sampling method as well as non-probabilistic sampling by appropriate methods. Various statistical analyses, including cross-tabulation and regression analysis, were used to determine the impact of ICT on business performance. The results show that ICT has a positive impact on corporate performance through human capital capability as a mediating variable. The use of ICT (Internet, mobile devices, computer hardware and software, and data management systems) has a positive impact on the achievement of the NSSF's objectives; financial performance, accountability, service delivery and operational efficiency. This project results encourages the managers and employees of organizations to use the organizational resources available to implement ICT investments in organizations and improve human capital skills, which are the most valuable assets of any organization to remain competitive in the markets.

Critical success factors and performance of completed construction projects at National Social Security Fund, Nairobi City County, Kenya

This paper aims to examine the effect of selected factors that link to completion of NSSF construction projects and how they are influenced by the various critical factors. The main objective was to establish the critical success factors and their effects on performance of construction projects. Four theories namely Game theory, Principal-Agent theory, Construction Management, and Soft Value Management (SVM) theory served as the foundation for this research.  Descriptive research design was employed for data collection, analysis, presentation and interpretation.The target population was 512 stakeholders from six complete commercial and residential projects. Purposive sampling was used to select 84 participants for the study. Semi-structured questionnaires were used in the study to collect data. The data was analyzed using SPSS whereby descriptive and inferential statistics were used. The results show that the R-square value was 0.282 and R was 0.531. An analysis of variance (ANOVA) was significant at p=0.001 with an F statistic of 9.961 indicating that the model used was fit for the data. The data also revealed that client variations (p= 0.05), financial availability (p = 0.047), and construction disputes (p = 0.001) are statistically significant determinants affecting the performance of NSSF construction projects. The main findings of the study demonstrate that the key critical success factors used in this study affected the performance of NSSF-completed construction projects either positively or negatively. The study recommends that companies should adhere to the principles that safeguard project management to adequately manage the critical factors and ultimately minimize project delays.

Conducting Risk Analysis and Vulnerability Assessment in the Core Fund System Management at National Social Security Fund

The study sought to analyse security risks and assess security vulnerabilities in the NSSF Core Fund System. The study employed descriptive survey design while the study population was 314 staff working at head office of NSSF. In addition to that, purposive and sampling techniques were used to select 89 who were members of sample size. In addition to that questionnaire and interview were used to solicit data from the respondents while data were analysed using descriptive and content analysis. The study found that security risks and vulnerabilities associated with the core fund system included cyber-attacks, disclosure of sensitive data and hardware failure, others said viruses, internal security threats and internal accidental threats. In the similar case, some said system administration errors. The study also indicated that existence of information security risks had been in different period of time depending on the type of such information security risks. The study concluded that enhancing information security in the Core Fund System utilized by the National Social Security Fund (NSSF) is crucial for safeguarding the data of both the staff and customers. This can be achieved by regularly updating the records of customers and staff members to ensure their information remains reliable. The increasing reliance on computers, mobile devices, and digitalization of business operations necessitates a knowledgeable manager who understands the vulnerabilities and threats to data and information assets. Such a manager can then develop strategies to mitigate risks and protect the organization's data and assets. The study recommended that it is important for organizations to continue providing training to their staff regarding security policies and guidelines for information systems. This will help raise awareness about security risks and allow for the evaluation of vulnerabilities in the NSSF Core Fund System. As a result, it is necessary to establish standards and guidelines that promote the adoption of best practices in information security, ultimately achieving a satisfactory and sufficient level of security.

Extension of the Pension Scheme Coverage to Informal Groups: A Case of Fishing Groups in Tanzania

The study investigates fishermen’s perceptions toward contribution to the pension scheme. It explores conditions that examine the influence of the fishermen on voluntary donations to a pension scheme through informal social organisations. In Dar Es Salaam, informal economy workers operate to provide protection, particularly given their vulnerability and income insecurities. Qualitative techniques were used to collect data through interviews with informal economy actors involving fishermen operations in Dar es Salaam. Furthermore, the National Social Security Fund (NSSF) was interviewed. The study shows that the reform of NSSF for the private sector has provided a powerful platform for informal sector actors to enroll on the pension scheme. Enrolments, registrations, and benefits regulations have become easy for informal actors in joining the NSSF. The study recommends that the informal sector actors be incorporated through informal organisations and urged to join NSSF.

P855 The impact of the severe financial crisis on drug persistence and disease course in IBD patients in Lebanon

Abstract Background Lebanon is currently going through an unprecedented financial crisis (considered as one of the worst in the world in modern times) that has affected all aspects of everyday life. In particular, the economical crash has significantly crippled the Lebanese healthcare sector, resulting in severe shortages of basic drugs and medications, most of which cannot be produced locally. Patients with chronic diseases including those with Inflammatory Bowel Disease (IBD) have been impacted most given their need for costly and chronic treatment including biologics. Methods We collected data using a 12-question web survey disseminated through social media platforms of the patient organization, I Battle Disease. The questions aimed to explore the patients’ ability to acquire the necessary medications, whether they had to alter or completely stop their treatment, and any resulting complications (forced corticosteroid use, hospitalization, or surgery) it had on the course of their disease. Results 102 patients completed the survey. The patients were nearly evenly split between Crohn’s disease (53%) and ulcerative colitis (47%). Adalimumab was the most commonly used medication before the economic crisis (30%), followed by infliximab (18%), vedolizumab (10%), ustekinumab (8%), and tofacitinib (8%). Azathioprine and 5-ASA monotherapy were used by 8% and 19% of patients respectively. All biologics and small molecules used to be covered fully by third party payors including the National Social Security Fund (38%), the Ministry of Public Health (22%), and private insurance (18%). As a result of the crisis, the majority of patients (69%) declared stopping or interrupting their treatment in the past 3 years, with most (46%) having interrupted treatment for >12 months. 22% of patients reported switching to azathioprine due to issue in access to biologics. Additionally, 69% of patients reported worsening of their condition after stopping treatment, resulting in forced steroid use (36%), switching to another medication (36%), or unscheduled hospital admission (15%). Further, 66% of participants confirmed that they had to purchase their medications from abroad or through a local private vendor using out-of-pocket foreign currencies. Finally, 12% of patients reported that they had to immigrate or seek employment abroad due to difficulty with drug access. Conclusion The recent financial and economic events in Lebanon have imposed significant challenges on patients with IBD, affecting their adherence to therapy and consequently the control of their disease. There is an urgent need for action within the public health context to improve IBD medication availability and accessibility for the Lebanese population.

Compliance of Magnetic Resonance Imaging Examination Requests at the Diagnostic Center of the National Social Security Fund of Conakry

Introduction: MRI is a rapidly growing technique with more and more indica-tions and requests in the Republic of Guinea. Its correct prescription is a guar-antee for the satisfaction of the actors, both prescribers, radiologists and pa-tients. The main objective of this study was to evaluate the compliance of MRI examination requests at the Diagnostic Center of the National Social Se-curity Fund (CNSS) in Conakry. Material and Methods: This was a descriptive cross-sectional study of MRI prescription forms sent to the MRI unit of the CNSS Diagnostic Center from February 1 to May 1, 2021. The 8 compliance criteria established by the French High Authority for Health were used to evaluate the compliance of the examination requests. Results: A total of 7003 examination forms were sent to the facility, including 7% (n = 468) of MRIs. 56.2% of MRI requests were performed by specialists. We observed an overall compliance of 10%. Administrative and clinical compliance were missing in 24% and 38%, respectively. More specifically, the purpose of the examination was not mentioned in 60%, followed by the requesting department in 48.1% and the patient’s age in 35.1%. Conclusion: This study allowed us to highlight the gaps in establishing MRI requests. It would be important to organize an awareness campaign for prescribers on the usefulness of correctly filling an MRI request and to design templates to be filled out by prescribers.

Influence of Sanitation on Employee Performance at National Social and Security Fund, Kenya

Purpose: Organizations exist to produce goods and services to meet the customers' demands and to give favorable working environment for workers as outlined in the Occupational Health and safety standards Act (2007). Since organizations depend on the employees as the main working force to help them meet their objectives, the provision of safe and healthy program will depend on the size of the organizations. The purpose of this study was to examine the extent to which sanitation influences employee performance at NSSF.
 Methodology: In the research methodology, Descriptive research design was used where 4750 staff at the National Social Security Fund (NSSF), headquarters in Nairobi, were considered as the population. Stratified and purposive samplings were used in this study where a sample of 369 from the population was considered. The study used structured questionnaires and observation methods as instruments of data collection. Descriptive statistics was used to analyse mean, percentages and Standard deviation. This was aided by using Statistical package for social sciences (SPSS) software. Qualitative data was examined using inferential statistics. The link between sanitation as an independent variable and employee performance as a dependent variable was examined using a linear regression model.
 Findings: Research’s findings suggested that a number of illnesses and disorders were brought on by poor sanitation. The research validated the 1959 Two-Factor Theory put out by Frederick Herzberg. According to the theory, two factors—motivators, or things that will gratify an employee, and hygiene factors, or items that are related to employees' mental health—have an impact on how well employees perform inside an organization.
 Unique contribution to theory, policy and practice: This study is distinctive since it emphasizes how sanitation would help to boost performance while an unfavorable work environment would make the employees unhappy, which would lower their performance. According to the report, firms should create Sanitation policies and regulations that comply with the Occupational Safety and Health Act of 2007, as employee performance is a major factor in organizational advancement. Offices are becoming more often filthy as a result of the company's growing customer base, necessitating stronger waste control. Additional cleaners should be engaged, and restrooms should stock extra paper towels and hand soaps, among other necessities, in order to undertake cleaning more frequently.

Assisted Reproductive Technology in Western Algeria.

Infertility is a major public health problem that Assisted reproductive technology (ART) helps remedying, allowing infertile couples realizing their parental project. In Algeria, the infertility rate is about 15%. Thereupon, several ART national centers have emerged. The aim of this study is to evaluate the ART activities, provide quantified data to understand the ART practice in western Algeria and compare our results abroad. We conducted a retrospective study on 1930 women treated for an ART at the EL MAWLOUD fertility center in Oran from January 1, 2019 to December 31, 2020. Our study showed the patients' average age as 33.42 and the ICSI as the commonest ART technique in our center with 90% frequency. The pregnancy rate equals 26.59% by insemination in IUI, and 41.25 % by puncture in IVF and ICSI, i.e. an average success rate similar in Europe and USA. This study elucidates the use of ART techniques (2019-2020) in western Algeria. They are satisfactory in our region compared to international data in the literature. However, ART remains embryonic in Algeria, regarding mainly the exorbitant prices of these techniques and the non-reimbursement of this act by the National Social Security Fund, which handicaps couples with medium and low incomes.

Economic evaluation of cladribine tablets in high disease activity (HDA) relapsing multiple sclerosis (RMS) patients in Lebanon

BackgroundCladribine tablets are a newly launched short course oral treatment approved for high disease activity (HDA) relapsing multiple sclerosis (RMS). The current analysis assessed the cost-utility and budgetary impact of introducing cladribine tablets in HDA-RMS patients compared with other HDA-RMS therapies in Lebanon. MethodsThe global cost-utility and budget impact models were adapted from Lebanese National Social Security Fund (NSSF) perspective. The data for the models’ adaptation were retrieved from the literature and validated by Lebanese experts. The comparators considered in the cost-utility model were alemtuzumab, fingolimod, and natalizumab while budget impact analysis additionally considered dimethyl fumarate. A sensitivity analysis was also performed to assess the uncertainty in the analysis. ResultsThe cost-utility results showed that cladribine tablets are an economically dominant therapeutic strategy (i.e., less costly and better quality-adjusted life year [QALY]) compared to all comparators. The cost saving was driven by drug acquisition, administration, and monitoring costs; while incremental QALY gain was driven by differences in delayed Expanded Disability Status Scale progression. Sensitivity analysis showed that cladribine tablets have a high probability (99.3–100%) of being dominant at a threshold of 22,000 United States Dollars (approximately three times of gross domestic product) per QALY gained against different comparators. The budget impact analysis showed that the introduction of cladribine tablets would result in 5.0% to 21.5% savings in the overall budget over a period of five years. ConclusionsCladribine tablets are a cost-effective and a budget-saving treatment option for the treatment of HDA-RMS patients in Lebanon from the NSSF perspective.

The Engagement of Informal Social Organisations in Social Security Mobilisation in Tanzania

Formal social security is helpful to the general population, especially during a post-retirement time and when they have been affected in ways that make them unable to work due to medical or physical conditions. About 95 per cent of the people working in the informal economy are not members of the social National Social Security Fund (NSSF). Some of them have formulated social organisations that are offering informal social services. The central argument of this paper is that can we use these informally arranged social security organisations can be used by the relevant authorities to mobilise people to join formal social security schemes. The study uses the private saving theory to answer this question. Through qualitative interviews, data were collected from 14 members, including the bodaboda association, food vending network, and fisheries group, to find the possibility of mobilising social security schemes through these social organisations. Findings show that the national social security fund can cover most informal actors to reach the casual workers through their existing informal groups such as the bodaboda association, food vending network, and fishing saving groups. Since the informal actors have shown significant dependency on and trust their associations, networks, and groups, it would be easy for NSSF and the likes to cover this sector for easy contribution to these reliable social security schemes. It is, thus, recommended that informal economy actors continue to use associations for their income protection; yet, through these organisations, link up with the more reliable national social security funds such as NSSF when arrangements are made for them.

The impact of e-management on the effectiveness of the public service Case Study of National Social Security Fund for Workers, Saida Agency

The effectiveness of the public service through the application of e-management is achieved through the optimal exploitation of the elements of e-management (computers, software, processes, knowledge makers), while achieving the goals of the public service (Response, Accuracy, Quality of Service, Speed, Transparency).
